DYAB – Directorate of Youth Affairs Balochistan
The Directorate of Youth Affairs Balochistan implements strategic projects to empower the youth and create sustainable development across the province.
The Balochistan Youth Policy 2024, formally launched by Chief Minister Sarfraz Bugti, marks a pivotal moment in youth empowerment across the province. Crafted through extensive public consultations – 18 district sessions, 452 surveys, and in-depth interviews with over 700 youth – the policy addresses cultural, and political challenges that Balochistan’s majority-young population faces.
Anchored around four pillars – economic empowerment, social development, political participation, and cultural inclusion – the initiative outlines practical strategies, including youth resource centers, volunteerism models, district youth development committees, and a comprehensive monitoring unit under the Balochistan Youth Development Commission.

Creating opportunities for youth employment, entrepreneurship, and financial inclusion through targeted programs and partnerships with the private sector

Enhancing access to quality education, healthcare, sports facilities, and recreational activities to promote holistic development of youth.

Fostering youth involvement in decision-making processes, civic engagement, and leadership development at local and provincial levels.

Promoting cultural diversity, heritage preservation, and heritage preservation, and artistic expression among youth from all ethnic backgrounds in Balochistan
We are currently implementing several key projects aligned with the Balochistan Youth Policy 2024.
This program sends skilled graduates abroad under government-backed employment contracts, aiming to support family incomes through remittances and discourage youth drift toward extremist recruiters.
In rural Lasbela, the “WALI lab” initiative extends broadband and coding access under Universal Service Fund programs, ensuring digital inclusion even in underserved communities.
The Chiltan Adventurers Association of Balochistan (CAAB), in collaboration with the provincial Sports & Youth Affairs Department, continues its tradition of promoting mountaineering, caving, and outdoor adventure sports.
With backing from the Chief Minister Youth Skills Development Program, 30,000 youth are undergoing vocational training linked to job placements and transparent monitoring systems.

Through the creation of a Balochistan Youth Development Commission and a Youth Policy Planning & Implementation Unit, the government ensures district committees, peer networks, and M&E cells oversee project execution with institutional accountability.
